    Next week a civic committee will look at a proposed Responsible Pet Ownership bylaw for Winnipeg that would require people to license their cats. Despite some saying their cats never get out, Leland Gordon of Animal Services has proof many do.

    “The Humane Society takes in over 6-thousand cats a year. Of those it’s estimated about 2-thousand are actually owned by people. So cats do get out.”
